Lynnwood Community Justice & Recovery Center
Built in phases on a tightly constrained, fully occupied site on a major urban arterial, the Lynnwood Community Justice & Recovery Center represents a landmark public safety complex integrating multiple critical civic functions through both new construction and renovation of existing, operational facilities.
The new 3-story LPD Headquarters, 120-bed detention facility, Community Recovery Center, and 50,000 sf parking garage make efficient use of an extraordinarily limited site — incorporating Police administration, secure evidence processing and storage, investigations, patrol, a community room that doubles as a defensive tactics training room, a fitness center, and K-9 unit facilities.
What makes this project particularly unique is the late addition of the 13,310 sf Community Recovery Center to the already fully designed, permitted, and bid project. This component emerged from a joint vision by the City, County, State, and community stakeholders to bring critically needed crisis stabilization and substance recovery services to the region. FORMA’s project team leveraged design-build tools to successfully accommodate this major redevelopment of an already complex project–working quickly with stakeholders to model design, cost, and schedule implications of adjusted scope in real time, in a fully transparent collaborative environment.
